Rancho Bernardo’s cart life sits inside its communities (Oaks North around its executive course, Seven Oaks with its rec-center life, Bernardo Heights around the country club), and a road network keeps every one of those cart fleets an island. Rancho Bernardo Road, Pomerado Road, and Bernardo Center Drive are the only ways between communities, and a cart may use a City street here only where that street is posted as inside the Golf Cart Zone the Municipal Code establishes. When a cart changes communities, sells, or follows a downsizing household, it rides a truck. That truck is us.

Rancho Bernardo Has Its Own
City Golf Cart Ordinance

The City of San Diego wrote a golf cart ordinance for this community by name. In the San Diego Municipal Code, Chapter 8, Article 4, Division 16 opens by stating that it “may be cited as the Rancho Bernardo Golf Cart Ordinance.” Neighboring Rancho Penasquitos has its own at Division 17. That ordinance, not a general rule, is what decides where a cart may legally roll here.

It works by zone and by sign rather than by naming streets. Section 84.1604 has the City Manager establish a zone “within one (1) mile of the boundaries of the Rancho Bernardo Golf Courses within which unregistered golf carts may be operated,” while determining “which streets shall not be included” because cart operation there “would not be consistent with public safety,” and that determination “shall be conclusive.” Section 84.1605 then has signs erected designating the streets inside the zone, and a cart may not lawfully be operated on a street that is not posted as inside it.

Two practical consequences for a cart owner here. A mile from the golf course boundaries is the outer edge of where the question is even open, and past the posted signs there is no cart route at all, which is the legal reason a cart changing communities, selling, or following a downsizing household rides our deck instead of its own wheels. And because the City Manager decides the excepted streets and the signs carry that decision, the signs on the ground are the authority, not a list anyone can quote you over the phone.
