If San Diego County has a purpose-built golf cart community, it is Ocean Hills Country Club in Oceanside: a gated 55+ village of roughly 1,600 homes wrapped around its own executive golf course, where white Mediterranean villages named for Greek islands (Corfu, Mykonos, Santorini and their neighbors) share private streets on which the golf cart is simply how residents get around. The legal shape of OHCC explains the logistics. Inside the gates the streets are private. Cart use runs on association rules rather than the Vehicle Code’s public-road limits. But the moment a cart needs to arrive or leave, it faces Oceanside’s public arterials, none of them cart-legal. So every cart in Ocean Hills got there the same way: on a truck, through the gate, inside a scheduled window.
