Permits, Outlets and Older Walls
The bracket itself is hardware, but the power behind the screen is a separate question. Under the City of San Diego electrical permit rules, replacing a receptacle with one of the same size and general type does not require a permit. Relocating an outlet or running new wiring does, and the City treats that work as a Simple No-Plan Electrical Permit that homeowners, property owners, and licensed contractors can obtain, normally issued within two business days. If you want a recessed outlet directly behind the TV so no cord shows, arrange that permit and the electrician before the mounting appointment.
Price does not change who may do that electrical work. Since January 1, 2025, California's minor-work exemption allows unlicensed work under $1,000, but the Contractors State License Board states that if the work is subject to a permit requirement of any kind, a license is required even when the job is under that amount. A new outlet or circuit for the TV is therefore work for a licensed electrician, not for a handyman working without a license. Our crew installs the bracket, levels the screen, and conceals the cables; have any electrical rough-in finished and closed up before we arrive so the mount goes onto finished wall.
In a home built before 1978, drilling into painted walls raises the lead paint question. The EPA's Renovation, Repair and Painting Rule covers pre-1978 housing, but work that disturbs six square feet or less of interior painted surface per room is classified as minor repair and maintenance rather than a renovation, provided it involves no prohibited practices, window replacement, or demolition of painted surfaces. The holes for a TV bracket or picture hangers are far smaller than that. If you already know a wall has lead paint, tell us when you book.
Renting? Protect Your Deposit
Get the landlord's permission in writing before any bracket goes up. The California Courts self-help guide explains that a landlord cannot use a security deposit to repair normal wear and tear, and also notes that landlords and tenants commonly disagree about what counts as normal. Bracket holes are exactly the kind of item to settle in advance. Keep the written approval with your lease, take a photo of the wall before installation, and note the bracket location and hardware so a patch is straightforward when you leave.
The move-out timeline works in your favor if you plan for it. Under Civil Code section 1950.5(f), a tenant can request an initial inspection before moving out, which gives you the chance to remove the mount and patch and paint before the landlord assesses the unit. After you move out, the landlord has 21 days to return the deposit or send an itemized statement of deductions, and deductions over $125 must come with copies of receipts or invoices. A wall you restored yourself, with a dated photo, leaves little to itemize.
Wall Mounting and Earthquake Safety
A TV on a stand is the hazard federal safety data points to. The U.S. Consumer Product Safety Commission counted 459 tip-over deaths of children 17 and younger between 2000 and 2018, and 93 percent of those involved children five and younger. In more than half of those deaths the child was crushed by the weight of a television, furniture, or appliance, and an estimated 11,000 children a year were treated in emergency rooms for tip-over injuries from 2016 through 2018. A screen bolted through a bracket into studs takes the free-standing television out of that picture.
Earthquake guidance points the same direction. The California Governor's Office of Emergency Services lists fastening free-standing televisions and bolting bookshelves to wall studs among the steps to take before shaking starts, and it names hanging objects and mirrors among the things to move away from during a quake. That is why the fastener matters more than the hanger that came in the frame. A heavy mirror over a bed or sofa should hang from two points on hardware sized for its weight, not from a single nail, and the hardware should be sized to the piece before the first hole is drilled.
Before the Crew Arrives
A few decisions ahead of time keep the appointment short. Pick the wall and the viewing height, and decide whether the screen needs to tilt or swing out toward a seating area, because that changes the bracket. If you bought your own mount, have it and the TV in the room, with the box handy so the crew can check the listed size and weight range against your set. Clear the wall and the floor beneath it, and move anything fragile off nearby shelves before drilling starts.
Tell us what the crew will be drilling into. Whether the wall is drywall over wood studs, plaster, brick, block, or stucco decides which bits and anchors come off the truck, and the year the home was built tells us whether the lead paint threshold above applies. Renters should have the landlord's written approval on hand. For art and mirrors, group the pieces you want hung and mark rough positions with painter's tape so layout questions are settled before the first hole.
