Where San Diego Junk Actually Goes

The City of San Diego's landfill is the Miramar Landfill at 5180 Convoy St. It is open Monday through Saturday, 7 a.m. to 4 p.m., and closed on Sundays, and anyone tipping a load there, a homeowner with a pickup or a crew with a box truck, works inside those hours. Disposal fees at Miramar depend on the type of vehicle, the type of waste, the net weight of the load, and whether the waste was generated inside the City of San Diego, so there is no single per-load number.

The landfill also turns away items that appear in almost every cleanout. Its fee schedule states that all refrigerant-containing appliances, and major appliances that contain circuit boards, oil, PCBs, capacitors or mercury switches, are not accepted for disposal. Screens are restricted too. Under California's Electronic Waste Recycling Act of 2003, a video display device with a screen larger than four inches measured diagonally is hazardous waste when discarded. The Miramar Recycling Center accepts TVs, computer monitors and other computer electronics for free, which is where those items belong instead of in the trash.

Mattresses and box springs have a separate drop-off. The City's Mattress Collection Site at 5161 Convoy St., on the east side of the landfill entrance, accepts them at no charge under the Mattress Recycling Council's Bye Bye Mattress program, Monday through Friday from 7 a.m. to 3 p.m., with no drop-off limit. Condition is the catch: items that are severely damaged, wet, twisted, soiled or infested with bedbugs are refused. If a mattress is in that state, say so when you book so the written price reflects how it has to be handled.

City Bulky Pickup Is On Hold

If the plan was to leave a couch at the curb for a city pickup, check the current status first. The City of San Diego has paused its planned bulky item pickup program until further notice as part of a fee reduction, and its trash service FAQ ties the pause to the FY2027 and FY2028 fee reductions. Regular weekly trash, recycling and organics collection continues as normal, but a standard bin does not hold a dresser. The City refers residents to WasteFreeSD.org, a regional directory of locations that accept bulky items and appliances for reuse, recycling or disposal.

Leaving the item out anyway carries a real cost. The City defines illegal dumping as leaving waste where disposal is not authorized, including public roads and rights-of-way, parks, other public property, or private property without the owner's permission. Violations can bring fines of up to $1,000 per violation, and the City may also seek to recover the cost of removing what was dumped. Neighbors report it through the Get It Done app, which is set up for larger discarded items in public spaces. A same-day haul, booked by phone between 8 a.m. and 8 p.m. any day, is the cheaper option.

Hazardous Items and Where They Go

Paint, solvents, pool chemicals and pesticides are the items a junk crew must leave behind, and San Diego has a free route for them. City of San Diego residents can bring household hazardous waste to the Household Hazardous Waste Transfer Facility at the Miramar Landfill entrance on Convoy Street, just north of the 52 freeway, by appointment only. Appointments run 9 a.m. to 3 p.m. on Wednesdays and Saturdays, booked online through Get It Done or by calling 858-694-7000, and you need proof of City residency, a photo ID or a recent bill showing your name and address.

Two everyday items are worth pulling out before the crew arrives. The California Department of Toxic Substances Control classifies household batteries and fluorescent or other mercury-containing lamps as universal waste, and disposing of them in the trash or in household recycling bins is prohibited by law. Set them aside for the hazardous waste facility or a retailer collection program rather than letting them ride along in a box of garage clutter. It takes a few minutes and keeps the rest of the load clean.

Outside city limits the process changes. The County of San Diego operates permanent household hazardous waste collection facilities for residents of the unincorporated areas, and it states that residents of incorporated cities such as Chula Vista or National City must contact their own city's hazardous waste program instead. County facilities require the waste to be carried in a vehicle trunk or the bed of a pickup. Sorting these items out first keeps the rest of the cleanout on schedule and inside the written price you were quoted.

The City's C&D Debris Deposit Ordinance requires most permitted construction, demolition and remodeling projects to divert debris from the landfill, 65 percent by weight for permits issued on or after July 1, 2016, using franchised haulers or certified C&D recycling facilities.
