Who Controls The Street
The curb outside your new house is probably not the city's
Call the city about the curb in front of your new house and you may be calling the wrong government. Public streets across Ada County, inside Boise, Meridian, Eagle, Garden City, Kuna and Star alike, are under the jurisdiction of the Ada County Highway District, a single countywide highway district with its own elected commissioners, rather than under each city's street department. The interstates and state highways inside the county stay with the Idaho Transportation Department. So the pavement in a Meridian subdivision and the pavement in a Boise neighborhood answer to the same agency, and it is not the agency whose name is on the city hall down the road. For a moving crew that matters on the one day it always matters, which is the day the truck has to sit somewhere.
The highway district requires a temporary use permit for work that occupies the public right of way, and it defines that right of way to include the roadway, the public sidewalk and the shoulder. The application has to be made before the work happens rather than on the day, which is the part that catches people out. A truck that has to hold a travel lane, block a sidewalk or work off the shoulder is occupying the right of way. The paperwork for that is not something anyone can produce at the curb on the morning of the move. Downtown is its own problem on top of that. Downtown Boise has metered on street parking organized into rate zones, and unless a sign says otherwise the parking regulations there are enforced, so curb space downtown has to be arranged rather than found.
There is a second approval, and it is not the same approval. The city separately requires its own permit for an event that will close a street, and Boise's code warns applicants that the highway district's approval may take longer than the city's. Two approvals, both of them potentially required, running on different clocks. Cross the county line and the map changes again. In Canyon County, which contains Nampa, Caldwell and Middleton, roads outside the city limits fall under one of several independent highway districts. Each is a political subdivision of the state that is separate from the cities and from the county. So the Ada County contact and the Ada County permit are the wrong ones there. We settle which agency owns your curb before move day, not on it.
Which Government Applies
A Boise address is not proof you are in Boise
Ada County contains several separate incorporated cities alongside Boise, including Meridian, Eagle, Garden City, Kuna and Star, plus unincorporated county land that belongs to no city at all. Garden City is the one that surprises people. It is its own incorporated city, bordered by Boise on most sides, so a delivery to a Garden City address is governed by Garden City's rules and not by Boise's, even though getting there from downtown does not feel like leaving town. The county issues building permits only for property outside incorporated city limits, and a property inside Boise, Meridian, Eagle, Garden City, Kuna or Star is permitted by that city instead. That is why the first question to settle about any address is whether it sits inside a city or in unincorporated county.
Then there is the ground Boise addresses but does not yet govern. Boise has a designated Area of City Impact, unincorporated land outside the city limits that the city expects to annex over time. Boise's own street naming and address numbering ordinance applies there and assigns the addresses even though the property is not yet in the city. So a customer can hold a piece of mail with a Boise street name and number printed on it and still be standing on land the city does not regulate. None of that is a problem by itself. It becomes a problem when somebody spends a week asking one government a question only the other government can answer, and the week they spend is usually the last week before the move.
Master planned communities add a third layer. Several in the Boise area, including Hidden Springs up in the foothills, sit in unincorporated Ada County rather than inside any city. So questions about street access there go to the county and to the community association rather than to a city hall. Association rules are their own document with their own hours and their own approval process, and the association is usually the party with an opinion about where a truck can sit and for how long. Send us the physical address as soon as you have it rather than the mailing address, and we work out which government and which association we are dealing with while there is still time to ask a question and get an answer back.
Canals And Laterals
The strip behind the back fence is not yours to lend us
Irrigation and drainage districts in the Treasure Valley hold recorded easements and rights of way along the canals, laterals and drains. They cross residential property. The strip of ground beside the channel is part of that easement even where the adjacent homeowner owns the land underneath it. That last part is the piece people get backwards. The ground is usually yours. The district holds an easement over it. Owning the dirt and being free to hand it to a moving crew for the afternoon are two different things. On a lot that backs a lateral the difference shows up exactly where a crew would otherwise want to stage. Walk your back property line before move day and tell us what is actually there.
Under Idaho law no one may place an encroachment on such an easement or right of way without the district's written permission, and no one may obstruct the district's free access to it. Separately from the statute, Treasure Valley irrigation districts instruct adjacent homeowners not to drive on, park on, dig in, or place material or structures on that easement strip. That instruction is district guidance resting on the access rights the statute protects rather than a separate traffic rule, and we are not going to dress it up as something it is not. The practical answer on a lot backing a lateral comes out the same either way: keep the truck, the ramp and the stacked boxes off it. If you want a different answer, the permission that counts comes from the district, not from you and not from us.
One more thing runs on the same pipes. Many Treasure Valley subdivisions are served by a pressurized irrigation system for yard watering that is completely separate from the drinking water system. It is commonly owned by an irrigation district or a homeowners association rather than by the city. So the account you set up for the tap is not the account that waters the lawn, and the office that answers questions about the second one may not be a city office at all. That is worth knowing before you spend an afternoon on hold with the wrong utility during your first week in the house, which is a week you will already have plenty to do in.
Winter And Roads
What winter actually does to a delivery date
The state operates a 511 travel information service that reports road conditions, closures and restrictions with roadway cameras, and its coverage extends down to city streets in the Boise metro area, which it does not do elsewhere in Idaho. That is worth reading twice. Plenty of state travel tools stop at the highway level and are no help at all with the question a customer actually has, which is whether a loaded truck can get down their own street this morning. In the Boise metro this one goes further than that. On a winter delivery it is the first thing we check and the first thing we would tell you to check. It is public, so you can look at the same cameras we are looking at while we are looking at them.
Plowing runs in priority order, and residential streets are not near the front of it. The countywide highway district takes arterials and collectors, major intersections, bridges and overpasses, the routes serving hospitals and fire stations and the steeper streets first, then school bus routes, with residential streets and cul de sacs last. That is a sensible order for a county to use and it is also the order that puts a cul de sac delivery behind almost everything else. If your street is a cul de sac and snow is in the picture, say so when we agree the date. The answer is usually shovels, an earlier start and a settled plan for where the truck sits. That is rather than any change to the delivery date itself.
Two things land on the homeowner rather than on any agency. Boise city code makes the owner or occupant of the adjacent property responsible for keeping the public sidewalk in front of that property clear of snow and ice, so on a winter delivery the walk from the curb to the door is yours to have cleared, and a crew carrying a dresser across an icy sidewalk is the situation nobody wants. Idaho law also permits studded tires only during a defined winter season each year. If you are buying your first set after years in San Diego, the thing to know is that the season has an end as well as a start, and the end is the one people forget about.
Paperwork After Delivery
Two county offices, and neither one is called the DMV
Idaho does not run this the way California does. A vehicle is titled and registered at a county assessor's motor vehicle office rather than at a statewide state run counter, and Idaho driver's licenses are issued through county sheriff's offices. The license counter and the vehicle counter are run by two different county offices, the sheriff for driver's licenses and the assessor for titles and registration, and some counties provide both services at one office while others do not, so check your county before you plan the trip. This is the sort of thing that costs somebody a whole morning in their first week, and it is entirely avoidable if a person says it out loud beforehand. Nobody at either counter is going to apologize for the fact that the other counter exists, so plan for both.
A vehicle arriving on an out of state title needs a VIN inspection before it is first titled in Idaho, and that inspection confirms the vehicle identification number and the other identifying details match the ownership paperwork. What is being checked is the documents against the vehicle, so bring the title itself rather than a copy of it. There is also a clock running. A new Idaho resident has a defined period after establishing residency to obtain an Idaho driver's license and to title and register a vehicle. The length of that period has been amended. It is worth confirming the current one with the county rather than assuming whatever a forum post told you.
On emissions, the honest answer is to confirm it locally. The Idaho Legislature repealed the state requirement for vehicle inspection and maintenance programs, and the federal environmental agency subsequently approved removing the Ada County inspection and maintenance program from Idaho's air quality plan. Older guides and stale search results still describe testing as current, which is exactly why a Californian who expects a smog check step should confirm what is currently required with the county assessor's motor vehicle office before registering. Ask the counter, and ask before you turn up with an armful of paperwork. For our part, we move household goods and we store household goods. We do not move cars or trucks; the one exception is a golf cart, which we do move; see our golf cart moving service. We do not do container or pod transport, and we do not handle international shipments.
Your First Month
Three things worth handling once the boxes are down
Idaho counties administer a homeowner's exemption for an owner occupied primary residence, and the owner has to apply for it with the county assessor rather than receiving it automatically. That is a form somebody has to fill out, and nobody sends a reminder when it does not arrive. You are already going to be standing in a county assessor's office for the vehicle paperwork, so it is worth using that visit to find out whether the exemption is handled at the same counter or a different one and what the assessor needs from you to process it. Californians arriving from a state where property tax relief works on a different footing tend to assume this one is automatic. It is not, and the assumption is expensive.
If you are landing in a historic district, exterior work has a step in front of it. Boise has locally designated historic districts, including the North End, and under state and local law an exterior alteration to a property inside one requires a certificate of appropriateness before the work is done. That covers the outside of the house, so the paint, the trim, the porch and the fence that looked like a first weekend project are not simply yours to start on a Saturday. It has no bearing on us carrying furniture through the front door. We raise it only because the people who get caught by it are almost always new arrivals in their first month. They had no idea the district was there.
For a foothills house there is a named state source rather than a rumor from the neighbors. The Idaho Department of Lands publishes defensible space and fuels reduction guidance for Idaho homeowners living in the wildland urban interface. That gives a new owner an actual agency document about what to clear around the house instead of a range of opinions. Read it before you decide where the woodpile goes and before you plant anything tight against a wall. We are movers and we are not going to pretend to be more than that on this subject. We would rather point you at the state's own guidance than hand you back an open question on your first weekend.
