A cart-legal city street is not a matter of local custom. The state sets the test, and it ends with something you can see from the driveway.
Under Vehicle Code §21115 a local authority may designate a highway under its jurisdiction for the combined use of golf carts and ordinary traffic, but only where that highway is adjacent to, or provides access to, a golf course, or sits within or bounded by a real estate development offering golf facilities. The statute defines that last phrase too: an area of single-family or multiple-family residences whose owners or occupants are eligible for membership in, or the use of, one or more golf courses within the development. So the designation follows the course, not the neighborhood.
Then the part that settles arguments. A designation’s rules “shall not be effective until appropriate signs giving notice thereof are posted along the highway affected.” No signs, no effective designation. That makes the test on the ground simple: look for the posting, and ask your community office which streets it covers.
What is not in question is the arterial network. By the City’s own General Plan Mobility Element, adopted by the City Council in 2015, El Camino Real “is an arterial street, where the priority is on moving a large number of vehicles and traffic signals are coordinated for better traffic flow.” That is a description of a road built for through traffic, not a cart route, which is why a cart crossing Carlsbad rides our deck. We have not been able to confirm from the City’s published code whether Carlsbad has designated any combined-use street, so this page does not claim it either way. The signs and the community office are the two places that answer it.

Campus Actually Is
Calling a campus continuing-care is a licensing statement in California, not a marketing one, and it explains why the cart decision belongs to the community rather than to us.
A continuing care contract is an agreement between a person 60 years or older and a continuing care provider, promising a range of services at the community for longer than one year in exchange for payment. A continuing care provider, in the state’s words, is an entity that “has applied for, and received, a Certificate of Authority from the Department of Social Services to enter into continuing care contracts” with senior citizens at a continuing care retirement community. Oversight is split inside the Department: the Certificate of Authority comes from the Continuing Care Contracts Section and a Residential Care Facility for the Elderly license from the Adult and Senior Care Program, both under Community Care Licensing. Whether a particular campus holds one is checkable on the Department’s own list, which is worth doing if you are choosing between communities rather than already living in one.
