Parking is the daily tax
Village parking is contested from mid-morning. Residents learn the side streets, and visitors learn what a two hour limit means.
The streets are older than the cars
Bird Rock and the hillsides were laid out for smaller vehicles. Delivery trucks, moving trucks and anything with a trailer need a plan rather than optimism.
Marine layer is a real season
May and June are gray most mornings. People who move here in September are sometimes surprised the following spring.

Into La Jolla
Moving in is the hard part and it is worth planning. Hillside homes mean stair runs from the street. Village condominiums mean a freight elevator, a certificate of insurance and a booked window. One Name, One City
La Jolla is a community of the City of San Diego, not a city of its own. The City's La Jolla Community Plan covers about 5,718 acres on the western edge of the north coastal region, an area the plan defines by its ocean bluffs, beaches, steep canyons and the hillsides that rise to Mount Soledad. Your council member, your street repairs and your trash service all come from the City.
Land use questions go first to the La Jolla Community Planning Association, which the City officially recognizes to advise it on land use within the plan boundaries, including whether an individual project conforms to the Land Development Code, the Community Plan and the General Plan. If you are buying with a remodel in mind, those are the meetings to attend before you close, and the City posts their agendas and minutes on the community plan pages.
Utilities and Paperwork in the First Weeks
The City of San Diego Public Utilities Department supplies water and sewer. A new occupant files a Start Service request rather than asking for a name change on the previous account, and the department's customer line is 619-515-3500. Electricity and gas are SDG&E, which takes start, stop and move requests online with a chosen start date, and may ask a new customer to verify identity in person at an authorized payment location.
Trash is a City service for single-family homes and residential properties of up to four units, and since July 1, 2025 it carries a fee. The City's Solid Waste Management Fee is collected on the County property tax bill, so buyers see it as a line on the tax bill rather than a monthly invoice. Properties with more than four units are outside that program, so in a larger condominium building ask how trash is handled before you assume it is on the tax bill.
The state deadline that most people miss is the driver license. The California DMV requires notice of a new address within 10 days of moving, for the license and for each vehicle registration. The change can be filed online. Arriving from another state, you must get a California license within 10 days of becoming a resident, and filing for the homeowner's property tax exemption is one of the acts that establishes residency.
Schools, the Library and the Trolley
Public schools here are San Diego Unified. The La Jolla Cluster is five schools: La Jolla High, Muirlands Middle, and Bird Rock, La Jolla and Torrey Pines elementaries. A cluster association links the five schools, and Muirlands hosts its meetings. Which elementary a child attends depends on the address, so check the district's attendance boundary for the specific street before signing a lease rather than after.
The La Jolla/Riford Library is a City branch at 7555 Draper Avenue in the Village. It opened in 1989 on land donated by Florence Riford, and the Joan and Irwin Jacobs annex was added later. For a new resident it is the closest thing to a civic center that La Jolla has.
Rail reached the edge of La Jolla in 2021. The UC San Diego Blue Line extension opened on November 21, 2021 with stations at Nobel Drive, the VA Medical Center, two on the UC San Diego campus, Executive Drive and the UTC Transit Center. Those stops serve the university, the hospitals and University City. The Village, the Shores and Bird Rock are not on the line, so a resident there drives or takes a bus to the campus stations. If your job is at UC San Diego or the Torrey Pines labs, that decides which side of the ridge to look on.
The Seals Set the Beach Calendar
The beach that visitors ask about most is closed for five months of the year. The City's Children's Pool page states that the beach is closed to public access from December 15 through May 15 every year for harbor seal pupping season, with signs and a chain barrier at the second landing of the stairs. The City treats the closure as a rule, not a request. A resident treats the pool as a place to walk to and look at, not swim from, all winter.
The sea lions have a season too. Under a Coastal Development Permit from the California Coastal Commission, the City closes Point La Jolla and Boomer Beach from May 1 through October 31 each year for sea lion pupping. Put the two closures together and some part of the rocky shoreline between the Cove and the pool is off limits from December 15 straight through the following October 31, with only November 1 to December 14 fully open.
The open beach is La Jolla Shores, one of nine City beaches with a permanent lifeguard station, with Kellogg Park on the sand side and a playground near the lifeguard station. It also has the only beachfront boat launch inside San Diego city limits, at the foot of Avenida de la Playa, so if a kayak or a small boat is part of why you are moving here, the Shores is the neighborhood that matches.
