Into Chula Vista
The masterplans are straightforward to load and often require an HOA move-in window. The western grid is tighter and older, with contested street parking. Setting Up Utilities In Chula Vista
Chula Vista has two water utilities, and which one bills you depends on where you land. Sweetwater Authority serves National City, Bonita and the western and central parts of Chula Vista, about 200,000 people across a 36 square mile service area. Otay Water District covers eastern Chula Vista along with Bonita, Jamul, Spring Valley, Rancho San Diego and eastern Otay Mesa, roughly 125 square miles in all. Check your address with both before move day so the account is open when you turn on the tap.
Electricity and gas across the whole city come from SDG&E, which takes start, stop and move requests online or in its app. You pick the date, submit the request and get an email confirmation. The utility notes that some new customers may be asked to verify identity in person at an authorized payment location, so do not leave the request to the night before. Put it in before you hand back keys at the old address so both accounts change over on the same day rather than overlapping.
Trash, recycling and yard waste are collected by Republic Services, the city's franchise hauler, and new residents set up service by calling (619) 421-9400. Collection runs between 7 am and 6 pm on your service day, and carts need to be at the curb by 7 am. Bulky item pickup goes through the same number, and the request has to be made two days before your regular trash day.
Commuting From The West And The East
The west side has rail. The MTS UC San Diego Blue Line stops at E Street, H Street and Palomar Street in Chula Vista, and all three stations sit on the west side of the city near the 5. If your job is somewhere along that line, the older grid neighborhoods put a platform within reach. The masterplanned neighborhoods east of the 805 have no trolley station, so a household out there that wants rail is driving to one of the three west-side stops first.
East-side commuters have the SR 125 Toll Road, formerly called the South Bay Expressway, a ten-mile stretch of State Route 125 through eastern Chula Vista between Otay Mesa Road and SR 54 in Spring Valley. It opened in 2007 and is operated by SANDAG using FasTrak, California's electronic toll system. It is a paid road. A household that plans to commute on it every day should look up SANDAG's current rates and open a FasTrak account before the first workweek rather than paying trip by trip.
Downtown parking on the west side is managed as a district. The city's Downtown Parking District is concentrated around Third Avenue between E Street and H Street, the stretch with the older storefronts and restaurants. If you are moving into an apartment near Third Avenue, expect managed parking rather than open curb, which is part of why the western grid is harder to load a truck on than the masterplans to the east.
Schools, DMV And Library In Week One
Chula Vista splits public schools between two districts. The Chula Vista Elementary School District covers transitional kindergarten through sixth grade and takes enrollment online at enrollnow.cvesd.org, with questions to (619) 425-9600; open enrollment for the 2026-27 year opened on February 11, 2026. Grades seven through twelve belong to the Sweetwater Union High School District. For college, Southwestern College has its Chula Vista campus at 900 Otay Lakes Road in the 91910 zip code.
California requires you to notify the DMV of a new address within ten days of moving, and the change can be filed online at dmv.ca.gov/addresschange or by mail. The update covers your driver license, ID card and vehicle registration records. You do not automatically get a new physical license, though you can request a replacement for a fee. Do this in the first week, because renewal reminders, tickets and court notices go to whatever address the DMV has on file, not to the house you just moved into.
A Chula Vista library card is free to any California resident: fill out the online application, then bring a photo ID and proof of your current address to a branch. The Civic Center branch is at 365 F Street, and the Otay Ranch branch sits at Otay Ranch Town Center, the one east of the 805.
The Bayfront And The Parks
The Chula Vista Bayfront is the change a new resident will notice first on the west side. The Gaylord Pacific Resort and Convention Center, 1,600 rooms on 22 stories, anchors a 535-acre development built in partnership between the city and the Port of San Diego. Expect event traffic on the west-side streets that lead toward the water, and expect construction on the remaining bayfront parcels to continue after the resort.
Parks are spread across the neighborhoods. On the east side, the Salt Creek Community Center and Park in Eastlake Trails covers 24 acres with two multipurpose fields, a speed soccer rink, a skate area, tennis and basketball courts, playgrounds, picnic shelters and walking trails, plus a 19,500 square foot building with a gymnasium and fitness center. Otay Ranch Town Center, the outdoor mall in Otay Ranch, has the library branch, a dog park next door and more than 100 stores, so it works as the east side's downtown.
