Whether you are fully packed
Boxed, closed and labeled means the crew loads continuously. Packing while the movers wait is billable time.
Lift access and whether it is reserved
A building lift that has to be shared with residents slows a move down. If your building allows a reservation, take it.

Small apartment moves in San Diego cluster in predictable places and the local conditions are what drive the hours. Pacific Beach and Ocean Beach hold a lot of older walk up stock with no lift and difficult street parking, which is why a one bedroom there can cost more than a two bedroom in the suburbs. North Park and Hillcrest mix converted homes and small apartment buildings on narrow streets where truck placement is the constraint. Downtown and Little Italy are lift buildings with proper freight access, but they need a reserved elevator and often a certificate of insurance, which is easy if arranged and expensive if not. Clairemont, Mira Mesa and Kearny Mesa are mostly garden apartments with parking near the door, which is the cheapest kind of small move there is.
